Which trade should look at a ceiling stain?
Begin with the likely source, not the colour of the mark. A roofer can investigate water entry associated with rain or a roof above. A plumber can investigate plumbing or a wet area above the affected room. If neither clue fits, tell the businesses that the source is unknown and ask how they would assess it before quoting a repair.
A stain can remain after an earlier leak, but its appearance alone cannot confirm that the area is dry, sound or repaired. If the mark grows, the ceiling softens or water appears, treat it as an active problem and use the linked ceiling-leak or sagging guide. Avoid pressing or opening a suspect ceiling yourself.

Ask the repairer to distinguish source repair, removal or replacement of damaged lining, drying, stain blocking and painting in a written quote. Painting over an unexplained mark may hide a problem that still needs work.
