In Western Australia electrical licensing sits with Building and Energy, and the licences are issued by the Electrical Licensing Board. The state's page says electrical work can only be done by qualified people with a licence from the Board, and electrical work means any work on electrical systems, appliances or equipment over 50 volts AC or 120 volts DC, connected to the supply or not.
