Ask for the licence number and check it on the register before any money changes hands. In most states the business holds a contractor licence and the person on the tools holds their own, so ask which one you are looking at. And ask for a written quote with GST in it, if that gets a shrug, that is your answer.

Yes. CBOS says plumbing work requires a licence, and a hot water connection sits in the water stream of a standard WSDR licence. The person doing it needs a practitioner licence and the business selling it needs a contractor licence. Check both on the CBOS search before they start.
Can the same plumber do the gas work?
Only if they hold a CBOS gas-fitting licence as well. Tasmania licenses gas-fitting separately from plumbing, with its own practitioner and contractor categories. Ask to see it. A plumber without it has to bring in someone who holds it.
