Why there is no single number for a ceiling
Ask what R-value a Melbourne ceiling needs and the honest answer is “between R3.0 and R4.0, and which one depends on your roof”. That is not a hedge. It is how the Code is written.
NCC 2022 replaced the old one-number-per-zone table with a table per zone, and each of those tables asks four questions before it gives you a figure:
- How dark is the roof? Solar absorptance — a pale Colorbond roof and a charcoal one are different rows, and in some zones a dark roof with nothing under the sheet is not permitted at all.
- Is the roof space vented? The Code has a definition: a wind-driven ventilator per 50 m² of ceiling, or a powered one per 200 m², with gable, eave or ridge vents — or a tiled roof with no sarking. Anything else is a “standard” roof.
- Is there reflective insulation under the roof? Foil sarking changes the row, and its own R-value does not count towards the ceiling figure.
- How much insulation is already under the roof sheet? Blanket under metal roofing counts, and it moves the requirement down.
Aim for the top of your zone’s range and none of those four questions can catch you out. If you want to spend less, that is exactly the conversation to have with your designer or surveyor, table in hand.
Ceiling ranges by climate zone

Zones 1 and 3 contain rows marked “not permitted”. In practice that means a dark roof with no insulation under the sheet is not a combination the deemed-to-satisfy tables will let you build — you change the roof colour, add under-roof insulation, or take the whole thing down the energy-rating path instead.
Floors over an open underneath — and the surprise in it
This is one value per zone, and two of them are “no”.

Zones 4 and 5 are not an oversight and not a typo. Under-floor insulation is marked “X — not permitted” in Table 13.2.6a for those zones. A salesperson quoting you under-floor batts for a Sydney or Perth queenslander-style suspended floor is quoting something the deemed-to-satisfy path does not allow. Ask them which provision they are working to.
Two worked examples
A Melbourne ceiling with old R2.5 batts. Zone 6, so the table runs R3.0 to R4.0. Aim for R4.0, which means adding R1.5 on top of what is there. Two layers laid at right angles is the usual way, and the second layer must not squash the first — compressed batts lose R-value.
A suspended floor in zone 4. Table 13.2.6a says not permitted. The answer is not a number, it is a no. Insulate the subfloor walls or take the energy-rating route, and get it from your surveyor in writing.
Which edition applies where you are, right now
NCC 2025 has been adopted in some jurisdictions and not others, so “the Code” means different things in different states today. From the ABCB’s own adoption page, read 3 September 2026:

The figures on this page are read from NCC 2022. We compared the climate zone 2 ceiling table in NCC 2025 against the NCC 2022 one on 3 September 2026 and they are identical, which is a good sign that Part 13.2 did not move — but we did not compare every zone, and saying so is the point. If you are in Victoria, Tasmania, WA or the ACT, check your figure against NCC 2025 before you order.
Three things that quietly cost you R-value
- Squashing it. A batt works because of the air trapped in it. Crushed under a walkway, stuffed behind a pipe or compressed by a second layer, it is worth less than the number on the bag.
- Gaps. The Code requires insulation to abut or overlap, forming a continuous barrier. A few percent of uncovered ceiling costs far more than a few percent of the performance.
- Downlights and access hatches. Every hole is a hole. The Code has a whole table for adjusting the R-value upward to compensate for lost ceiling area, which tells you how seriously it takes it.
